I think the activists out in the states are, by and large, deeply serious about getting policy outcomes they prefer.

And 51% of the vote in a state legislature is not sufficient for them to pass a given law or program over the vociferous objections of the other side who will undo it as fast as they can when they can muster 51% on the other side?

It's ping-pong public policy, from what I can see.
