Since we are on movies tonight, "The King of Hearts" is a whole new view on that situation. ;<) I understand that drugs are used when people have irrational reasoning and irrational actions that can't be diffused otherwise. In the international world, heavy armor and air power on quick call are meant to have the same effect. If you don't try to control every neighborhood but simply blast anyone who causes major trouble, the message gets through to the relatively weaker would-be aggressors very quickly. Sorting out the justice of their daily lives can then be done in a shrapnel and bullet-free environment. That is the theory. If they are so nuts they will attack anyone regardless, it's a whole new game.
