Because CONTRARY TO YOUR IDIOTIC RANTINGS, he WANTS the UN to be stronger in facing down and confronting these terrorist groups/countries.

Bush stood behind Powell's contention that the US HAD TO PURSUE THE UNSC AVENUE with regard to Iraq (much to Cheney's chagrin that going to the UN would be useless and only give Saddam more political cover to avoid sanctions and compliance with the UNSC demands for disarmament).

He was, however, under no illusions about the prospects of success in achieving a diplomatic solution that would bring Saddam's regime into compliance. Thus, he followed a "two-track" policy all the way up until the invasion.

Maybe you'd do well to read Woodward's "Plan of Attack" and discover just how much leeway Bush gave to Powell in pursuing the diplomatic course regarding Iraq.
