Time is one reason. Lack of jurisdiction is another. The need not to limit oneself to monitoring things for which you already have some evidence is another.

Our criminal justice system is set up to provide accused criminals with fair trials. We err on the side of fairness.

Foreign intelligence gathering involving national security isn't about law enforcement and we should not try to be fair to foreign enemies.
