techlvr--Regarding timing of stock transactions, remember that the major news event of the past two weeks for QCOM was its release of its financial statement. Once that statement was published, the company can purchase or sell stock accordingly. My suspicion is that they are selling put options, which is
the typical strategy they have used in the past for buying back shares.
