You are correct about Iraq but there is a broader context that still may be termed 'war'. The Administration is not doing a good job of setting the parameters of conflict. They are vaguely hinting that it is Islamo-fascism, combined with an economic threat from socialist states. Under the broader context, the forces in Iraq also represent a war front.
