It appears that launch delays had held it back. If the technology is several years old it probably doesn't have optical sensors with less than a half meter ground resolution. Space based infrared sensors really got better over the half decade prior to the last US Mars launch. The pentagon is gung ho for THAAD.

Lets hope that foggy bottom Arabists don't get the data witheld from Israel.
