No, it can't. At the same time though, he has denounced terrorism. At this time, with Iraq being in such a fragile state, I'd prefer to give the guy the benefit of the doubt.

There's plenty I don't like about Bush but also a few things I admire. Dedication to the war on terrorism is one of them. One thing I don't think that he's done well enough though is in describing the wests true foe that blankets the entire terror movement, militant Islam.
