The key is that voting doesn't mean much, since Israel only allows about 20% of the Palestinians vote. That means their vote doesn't really count. 80% are living under martial law in the West Bank and Gaza. Land ownership in Israel is essentially restricted to Jews. Most benefits in Israel are tied to military service, which means only to Jews. And when I say Jews, I mean Jews. A Jew living in Arizona can buy Israeli land, while a Palestinian whose family has lived there for 800 years can not. Since the Israel military mostly serves to oppress the Palestinians, they are naturally not going to serve. It's a complex but thorough system of discrimination which an Israeli Supreme Court judge once wrote was akin to Nazi legislation.
