I think elmat's suggestion is a good one, but it would have to be accompanied by the total obliteration of Jerusalem. All those "holy" sites would have to be eliminated as a focus for religious sentiment - Jewish, Muslim and Christian - that leads inevitably to sectarian conflict. Nuke Jerusalem!
