Bush-Cheney's energy pals gouge all the time. They control the world energy markets, with a few exceptions like the Russians and Iranians, who are more than happy to let the Bushies jack things up. How do they do it? By deciding to do it, that's all. It's free money, huge-huge amounts of money. And they know that with their buddies in the WH and congress, nobody will even try and stop them. It's human nature to take advantage of such a carte blanche situation. They have absolutely zero interest in giving anyone a good deal on energy. And since they all collude these days, there's no competition except maybe Chavez in Venezuela. Which is why Bushies want him dead. It's not about leftwing politics, it's about oil profits.
