Jim, I'm sure the Bush whitehouse is being moved by specific agendas and I'm also pretty sure that Bush himself isn't really aware of most of them. I think that what Cheney wants is what Cheney gets, so I would consider Cheney the ONLY real power in the administration. The IRS has just cut the number of lawyers looking at the vagaries of questionable tax shelters in half. I guess that means that they don't want the EXTREMELY rich to come under any more scrutiny than necessary. The agenda there would seem rather obvious and kinda sleazy, but I don't think they care.
