I don't know if it was ever a UK requirement. Certainly not in Cubs, or Brownies (used to be the junior Guides here); and many of the Eagle Scouts who helped with my troop were too young to have any legal children at school, never mind in scouts.

I think my regular scout leader did, not sure about the Air Scouts. But I figure this was equally because it's mostly ex-scouts who'd be most likely to want to lead, and to push their own children in because they themselves had (presumably) enjoyed it so much...

It wasn't a rule in the Tiger Cubs, since Ammo's leader was a teacher at his school with no children. I was a cub scout leader in the early years but once the boys made Arrow Scout the dads took over. The biggest problem we had was them drinking on campouts.
Honestly, it's just one vice or another.
