That isn't a valid way to interpret the numbers, as you should know. All you've done is calculate the percentage who didn't proclaim a vote for Bush. Given the job approval numbers out there, no doubt you'd get similar numbers if such a poll was done on the general population. There are likely a lot of people who wouldn't want to admit they voted for Bush.

There isn't the evidence you proclaim, just what you want to imagine. Which begs the question, why is it the case? Given the tendency to twist numbers and facts that the Right is so prone to, I think I know the answer....
