Up until the attacks of Sept 11, 2001, the U.S. had the complete opposite reputation, one of backing away from confrontation, or of having very muted and short-lived counter-attacks, like in Somalia, Vietnam, Iraq, Lebanon, etc. Plus there is absolutely no way that the Taliban, or Al Qaeda, wanted to lose power in Afghanistan and lose many of their leaders. They certainly didn't want to see American forces throughout Iraq. The most major miscalculations were by both the Taliban and Al Qaeda. They didn't realize that President George W. Bush was a strong, courageous leader. They thought that the U.S. would follow the diplomatic route, perhaps through the U.N., giving a great victory to Al Qaeda, which would have caused many more to join their Jihad. The Radical Islamist jihad is worldwide. Almost every country is effected. Christians and Jews have been driven out of most of the Middle East. Global jihad has reached into or committed atrocities in Algeria, Sudan, India, Kenya, Israel, Russia, Egypt, Saudi Arabia, Iraq, Afghanistan, Philippines, U.S., Jordan, among other places. Terrorist cells have been discovered in many countries. Very weak? I think not. I think that Europe is in for a lot of Islamic violence.
