Large organizations with serious infrastructure can still be bombed as can the states that harbor or support them. Smaller groups can be subject to raids and assassination. Police work and intel definitely are essential but they aren't the whole answer.

True, but if the state is an ally, as was the case with Saudi Arabia following 911, the point is moot.
I think raids and assassinations are acceptable, providing that the intel is air-tight.

To suggest that any of these things amount to "forgetting about bin Laden", is unsupported and unreasonable.

I must strongly disagree. All evidence points to the conclusion that GWB never seriously wanted to capture or kill bin Laden, once you get past the rhetoric.
