The sanctions did not kill the people. Saddam killed those people. It was Saddam that took the money and spent it on lavish palaces and let children die.

Sanctions are an effective tool. They must be used wisely. In the case of Iraq, sanctions were used unwisely. That does not mean that the wise and prudent use of sanctions should now be discredited for all time.

This is the excuse of the neocons use for war! Sanctions do not work, look at all the people it kills, therefore we have to bomb them!

You'd think by that logic that the neocons would then asphyxiate themselves because catalytic converters are not perfect. We should be so lucky.
