It seems that peacekeeping can work if both sides have reached agreement or close to it, but they are concerned about security should they ramp down their attacks, and would be reassured by a foreign military presence. It can also work if both sides are "wimpy" or perhaps just exhausted.

But those circumstances don't really apply to many current or potential Middle East conflicts.
