The UN failed to retool the sanctions when it saw that kids were bearing the brunt of the sanctions. The failure was in not reacting to conditions on the ground.


What fantasy is this? Of course the UN DID retool the sanctions - that's exactly what Oil for Food was, the retooling of the sanctions. The UN then oversaw it when Saddam turned this program into a billion dollar Oil for Bribes and Palaces program. You can be sure the UN took its cut.

In the real world, sanctions are worse than useless 9 times out of 10.
