Ron,

My take (based on no legal expertise) is that the notice merely informs everyone that the Commission denied Verizon Wireless's application. Though the document's supplementary information mentions that an investigation began regarding the five patents, it makes no attempt to discuss the current status of the investigation presumably because that's not the subject of the notice and isn't relevant to the status of Verizon Wireless's application.
