I really don't follow domestic politics in the Middle East. I would even have to do some research to see just how the South African Parliament is apportioned but it doesn't matter much given the solid ANC majority. Cultural groups have little influence on SA politics nowadays.

I can see reserving a few seats in a parliament for a cultural minority as a way to make their voices heard. But not enough to sway who holds power and a national legislative program, which should come from single member districts or proportional representation off non-ethnic party lists wherever possible.
