It's a very tribal culture. If you have the support of one tribe that is natural enemies of another tribe, they are happy to use you against their natural enemies. For example, Uzbek against Pashtun. General Dostum is Uzbek. Most Taliban are Pashtun.

French and British did the same thing in North America, Algonkian-speaking tribes against Iroquoian-speaking tribes.

But you have to pick the winning tribe. The French picked the Algonkians because there were more of them and they were easier to get along with, so the Brits were stuck with the Iroquoians, but the Iroquoians were much better fighters, so the Brits prevailed. Well, it helped that British manufacturing was superior so better guns, too.
