I think, but obviously don't know, Scowcroft is trying to do several things with this article. He's trying to keep the older options alive by using his prestige to keep it public; he's trying to use his prestige to put some slight pressure on the Bush folk (unlikely to have any effect given past experience but other voices might be influenced by Scowcroft and, in turn, work on Rice, etc.). And he's trying to position a Republican position for the future. It's closest to a speech made by Chuck Hagel last week.
