How about Chilé?

As long as its copper does not run out and the government does not overtax the populace, it seems like the economy will do okay for the next 10-20 years, i.e. until the commodity boom is over.

Central Santiago is modern like a European city, with a subway and good infrastructure.

Most of Canadian population clustered against US border.... because it is COLD in the winter... You have to be comfortable with that, tho BC near the coast would be better, but wetter. Being self sufficient would probably require a heated greenhouse as growing season probably short. Govmt seems much saner than US... but now conservatives in charge there too... hopefully not same brand as US version.

Very nice place, sane, insulated, but weak currency... largest economic base is tourism, which may decline as fuel costs escalate. Very green friendly. Over 20% of country national parks.

However, very small really. Known as the "Petri dish" by some of the locals. I expect you would easily know everyone in your line of work eventually...

There also appears to be some politics in allocating out concessions for entertaining tourists... my impression is that if you scratched below the surface that might be a bit ugly.
