Chile seems to be a toss up between numerous left-wing militants and the state, which terrorizes its own as well.

This may have been true years ago, but it does not seem to apply now.

The country is a bit conservative in some ways, e.g. divorce was just legalized a few years ago.

From what i have heard, the Chileans are not too popular with their neighbors. Bolivia is still angry about a war that happened decades ago over the coastal territory that was abundant in guano. There was reluctance by the last Bolivian government to pay royalties to Chilé to build a pipeline through that territory.

Flamboyant former President of Argentina, Carlos Menem, married a former Miss Chilé and took refuge in Chilé as Argentinas economy was falling apart about five years ago.

My wife is Ecuadorian, and I speak Spanish. When we visited Chilé back in 2003, we immediately thought it might be an alternative.

I have heard good things about Costa Rica, but have never visited outside of the San José airport.

I'll suggest Uruguay.

Home to Punta del Este, the Saint Tropez of Latin America.

A stable country with European traditions.

Montevideo is just across the Rio Plata from Buenos Aires, but has a much more stable economy and politics than Argentina, with easy access to the amenities of both Argentina and Brazil.
