Your are confusing two unrelated issues - the size of the franchise and the rights of the minority.

Obviously, if you can't vote then the democratic representatives don't represent YOU and you're screwed. However, a democracy with a limited franchise is still considered a democracy. The United States was a democracy in the 19th century, even though it had a franchise limited to white males.

But a democracy cannot be a democracy if the winner of the election massacres or disenfranchises the loser of the election, thus cementing power in one set of hands forever, or if certain parties in the democracy who are not the goverment have as much or more military force than the government. In this case it doesn't matter who wins the election, they better agree with the militia before anything gets done. Or maybe the militia will just act without a by-your-leave, as Hizb. just did in Lebanon.

Unfortunate thing from the current situation in Lebanon is that in the next election (whenever that is) Hezballoh will get probably get a much higher representation in government (based on what I've heard on CNN).

Listen to CNN, and you will remain confused. There will be no elections in Lebanon for a while. After this war, the Sunni and Christians and Druze whose 'support' for Hizb. will last only as long as Israeli bombs are falling, will reconstitute their militias and resume the civil war. Because their only other choice will be to surrender to Hizbullah.
