Because the Hezbollah -- as has been well reported -- launches missiles at purely civilian targets in Israel as a matter of course You seem to have already forgotten the sequence of events. 1) Uniformed Hezbolla attack uniformed Israeli troops, perhaps even a commando team inside Lebanon. 2) Israel bombs civilian targets including the electricity, airports, and apartment buildings. 3) then Hezbolla launches rockets into Israel.
