It's possible Landis didn't know he was being doped.

There have been other cases where team doctors injected extra red blood cells into athletes. This wasn't exactly legal, but there isn't much way to tell, especially if the red blood cells are from the same athlete (harvested a few weeks before the race). The doctor, in an effort to be on a winning team, can then inject his Schwarzenegger cocktail without telling the athlete. This way the athlete's protestations are more convincing.

( I don't know enough about medicine to keep myself from getting ill, but there has been a lot written locally about Lance and his doctors).
