OK, I thought you meant against Hezbollah.

I don't think sanctions are likely to move Syria or Iran either. Esp. Iran. The only sanction that might get them is not allowing them to export oil, and that would be 1 - Difficult to enforce, and 2 - very costly for the world's oil consumers.
