re: What is the distance between points A & B?

LOL, it is enough to know that the distance between A & B is equal to the distance between C & D.

re: What is the incline and length of the "small" hills between B & C?

I gave you a simpler option with concaved surface. And the distance over the shortest possible line between A & B is equal the distance along the shortest possible line between C & D. It is clear from that that surface distance of concave surface is slightly longer due to the curvature - that alone should give you a clue

re: What is the road surface, wind strength and direction?

LOL, none of it is relevant so choose any just as long as the shortest line between A & B is parallel to the shortest line connecting C & D as was indicated in the problem.

Anything else?
