No the civilians were killed by Israeli bombs because Hezbollah used them as human shields.

The point about the bombs being accurate is that people are more likely to think that civilian deaths are intentional when you can hit a building or even a specific floor, than when you can only hit a three city block area like bombing in the past. That assumption makes some sense but it doesn't take account the fact that the enemy may be firing at you from a position so close to civilians that even a perfect hit will kill civilians.
