Look John, there is no such thing as a buffer zone where you kill every one that enters. That is science fiction. Reality is filled with an irritating thing called civilian population. You can build a wall but you don't shot anyone that enters your buffer/death zone. I patrolled the border with Syria once. The villagers cross into the forbidden zone all the time with their herds. What are we supposed to do? Shot them?

Hizbullah rockets can fire tens of kilometers into Israel. Beirut is 80km north of the border. The Litani River is from 5 to 20km north. Israel is planning to push as far as the Litani. Going along the border you see villages like Maroun-Ar-Ras, Bint Jbail and Yaroun and their fields coming up to the fence. This isn't some kind of wilderness. Have a look on Google Earth what it looks like. The whole of Lebanon is the same size as Connecticut with more people.
