All they care is that they vote Republican.

There was a large Cuban emigration movement in the 90's[?]. Castro spoke up and offered to empty his prisons and hospitals of all "political prisoners" he had and the US said, No thanks. You can keep your criminals. It was pretty humorous. I don't think there was a single member of Congress that wanted to take Castro up on his offer.

When Raul started the free enterprise food markets, that would have been a nice opportunity to lighten up on the embargo.

I can't say whether dropping the embargo would have helped the Cubans, but the embargo never did a damn thing.
