I was speaking from memory and don't remember when I last was looking at this issue. What intrigued me at the time was the high number of jobs going to exptriates and a subsequent pledge by Saudi Govt. to alter its traditional pattern of providing employment for Saudi citizens primarily in the govt. sector and allowing private sector jobs going to expatriates. Think a five year plan to educate young Saudis and develop private sector employment thru govt. loan guarantees, etc. was the idea.
