Handing out huge amounts of money to incompetent Third World regimes is not the answer to anything except an American desire to pay off problems instead of grappling with them, another variation of the kill-them-all or transform-them-all, now it's buy-them-all and the problem will go away. It won't. Very few bureaucracies can manage to spend even tens of billions without massive fraud and waste and abuse. For now, it is a lot more obvious what doesn't work, pure use of force, than what could succeed in creating a lasting peace. And the civilan bodies will keep piling up until someone figures it out.
