Trading up on ETF's and index trading too! Unfortunately all it means is that ETF's are becoming more popular to trade than many individual stocks. And why not?

After all when you trade an ETF like the SMH you reduce some of the risk associated with the bad news that might be associated with any single particular stock within the ETF.

To draw any conclusions at all you have to look at volume and not just of the ETF but the stocks within it since ETF's are becoming more popular to trade.

Keep in mind that volume is generally highest at market tops. It slows to a crawl at true long term bottoms as sellers become exhausted and buyers are still finding limited excuses to open positions.
