Lebanon's government is more responsible because Hizbollah is part of the government, but less responsible because maybe they can't stop Hizbollah.

I would agree, if I saw Lebanon's PM criticizing Hizbullah for having gotten the country involved in this mess..

But he just went "overboard" the other day when he actually praised Hizbullah for defending Lebanonese territory!!!

Thus, were I an Israeli, my view would be that Lebanon is providing direct support to Hizbullah and will suffer the consequences.

It certainly creates the impression that Hizbullah exists with DIRECT LEBANESE GOVERNMENTAL SUPPORT, not merely because they aren't powerful enough to disarm it.
