FYI&I, so-called precision-bombing of Saddam's fixed radar sites in the late 1990s had a 60% score for accuracy. Not good enough!

Ground warfare may kill civilians but the rates are likely to be much lower. What it does however, is to increase the likelihood of casualties for the invading forces. If the invading forces are really fighting to "liberate" the civilians in the invaded countries, or really intend to minimize the damage to the civilians, that is exactly what they should be doing. But we know that it is almost always not the intention of the invading forces.
