Rice and Bush exhibit a religious form of the gambler's fallacy.

They double down when in trouble.

They both think they are destined to play a sucessfull role in the world, and so they take each failure as a testing or a step which will only make that eventual sucess even sweeter. So they fail, but bet bigger. In their case they think they are just one more war away from god's plan. It is their fate.

Our fate is to put up with their serial failures.
