"if we had any sense we'd be preparing" We don't; bad for business;>) I think Gore said in his movie a Repub businessman said "Don't worry, Al, the US will have a new GW policy 15 minutes after the next pres takes office." The same holds true for PO. And it doesn't matter how hard towns or counties or businesses attempt, on their own, to cope with it, we really won't make a start on either without national policy. Even if Calif is the 6th or 7th largest economy in the world, guerrilla tactics take you only so far in this fight; it takes the entire nation.
