Interesting find. Wikipedia has a dead link, and that statement in Google doesn't lead to any sources. I can't find any background on the event, e it does seem to have happened. Israel said the rockets were fired by a Palestinian group, not by Hezbollah.

why are well-armed Hezbollah jihadists hanging around that border?

They were hanging around to protect their country against the fourth Israeli ground invasion of their country, which they correctly foresaw. What were the well-armed Israeli militants doing hanging around the border?

I thought a big-bad UN resolution forbid this.

1559 is preceded by other resolutions which instruct Israel to leave Shebaa Farms, the Golan Heights, the West Bank, and Gaza. Israel has not left any of these.
