Rumsfeld was instrumental in this. washingtonpost.com Saddam felt close enough that he floated the idea of invading Kuwait in front of the first Bush administration and got an ambiguous response that he took as a go ahead. I know that it is embarrassing that the neocons screwed that one up. Trying to rewrite history isn't the answer, just be men and admit a mistake.
