The leap you make between the PA and "any Arab country" is not supported in any way by your example. You're suggesting Israeli Arabs would like to be part of some other Arab country than Palestine? Nothing stopping them. Regardless, your example does not tell us anything about the PA, because the ultimate authority in the West Bank and Gaza is Israel's martial law. As to things affecting Israeli security this is true. But for all other aspects of rule, they are self-ruling.
