What do you mean by this? How is it supposedly being done? The only thing I can think of is the environmental restrictions on drilling.

So even if we cut back to half the consumption of oil, their profits will still be better than in 2003.

That's just silly. If world wide demand for oil dropped in half in the near term the price would dive off a cliff.

Cutting use in half would mean using less oil than we did in 1970 or any time since that.
