I saw evidence of this during the G8 meetings. It is something nobody in the media or anywhere I have read picked up on. Junior was talking to Blair not knowing the microphone in front of them was open. He said something to the effect of "I think Condi is going to go to the middle east soon to talk to them about this conflict. If junior was in charge he wouldn't have said "i think", he would have known if she was going or not. The way he phrased it tells me someone else hadn't made up there mind yet.

I do think junior has the last word whenever there is something he really cares about is being decided on (which is not often.)
