The US Constitution:

The Congress shall have power to... declare war, grant letters of marque and reprisal, and make rules concerning captures on land and water;

To raise and support armies, but no appropriation of money to that use shall be for a longer term than two years


Actually I'm saying they should get some balls and not allow the country to go to war without a declaration of war.

Congress is the only federal governing body that has the authority to declare war on another country. Vietnam, Bosnia, Iraq are wars that were not declared and violated the Constitution. Its one of the checks against the executive branch.
