There are Maquilla Dora plants built all along the border cities of Texas and Mexico. Unfortunately, it did not help the Mexicans as much as it did us.

Maybe not but it doesn't mean it didn't help them. The Maquilla Dora plants might not be ideal work, but the workers obviously thought it was better than whatever other alternatives they had. Without trade with the US (and possibly with trade but without NAFTA) these workers lose their jobs.
