With America's advantages over Mexico in productivity and infrastructure, it would take a long time for Mexico to catch up and offer decent jobs by American standards.

With the history of poor Mexican governments and nationalized industries, that "long time" could stretch out indefinitely. Eventually Mexico could offer better jobs than what Americans have now, but 1 - that will take a long time, and 2 - we will have moved on by then and still offer better jobs.

People tend to come with the money is. Without NAFTA the immigration numbers might even be higher. Its not like NAFTA opened the border to illegal immigrants, it was and is fairly open for them even though it isn't officially open.
