Yes, because Hezbolla did not cross the border at the beginning of that incident. The Israelis send a commando team into Lebanon which came under Hezbolla attack. Once the commando team came under attack the Israelis sent humvees to extract the commando team and that was what was shot up, including two captured.

Yes, Israel has been planning and provoking this for awhile, and they had to launch while Junior was out of the country.
