I view a company's goal the same as I do a coach's goal. The goal of a pro football team is to win 16 games. No one takes this seriously. If the team wins ten games and the super bowl then I see it as successful.
QCOM selling one out of every two chips is way too farfetched for me. With 2 billion subs at stake if they can maintain 20 to 25% through the years they will do great.

It looks like Q's HSDPA lead isnt nearly big enough to translate into much in the way of increased market share.

It doesn't necessarily follow that all of Qualcomm's effort was put on the chipset side of HSDPA. Much of it could have also been on developing the standard to make sure it worked substantially better than WCDMA. Remember they need the technology to catch fire even more than they need the chipset share.
